weather-util fetches and formats current conditions from METAR data (the format used at airports and weather stations worldwide) for a given station code.

sudo apt-get install weather-util # package availability varies by distribution

    weather -iCYYT
    # Current conditions at St. John's, Nfld (CYYT)
    # Last updated ... EDT / ... UTC
    # Temperature: 8 F (-13 C)
    # Relative Humidity: 53%
    # Wind: from the W (270 degrees) at 14 MPH (12 KT)
    # Sky conditions: overcast

Station codes are ICAO identifiers (four letters; find yours at aviationweather.gov or a METAR station list). weather -m gives metric units. Since it depends on an internet METAR feed rather than a full forecast service, it reports current airport-observed conditions, not a multi-day forecast — for that, a proper weather API or website is needed.
